Make a relation handle a C automatic variable

SAF_Rel is a macro defined in saf.h.

Synopsis:

SAF_Rel(name, p_name, n)

Description: This macro puts the memory for a relation object handle on the stack as an automatic variable rather than having the library or client worry about allocating or freeing it.
