Make a state template handle a C automatic variable

SAF_StateTmpl is a macro defined in saf.h.

Synopsis:

SAF_StateTmpl(name, p_name, n)

Description: This macro puts the memory for a state template object handle on the stack as an automatic variable rather than having the library or client worry about allocating or freeing it.
